According to MailOnline, City and Tottenham are also said to be interested in the midfielder which could lead to a bidding war if any of them attempt to sign him.
Elmas wears the number 99 shirt for Fenerbahce and scored a brace as his country beat Latvia 3-1 in a Euro 2020 qualifying game in March.
The youngster is considered by many to be one of the brightest prospects in European football and would attract a meaty price tag.
With 39 appearances for the Turkish club last season, the central midfielder could replace Paul Pogba if the Frenchman departs for Real Madrid.
But Elmas scored just three times in those games which may worry Solskjaer who would want a better return from a man in the middle.
