When most of us apply for a job or a contract, we understand the people thinking of hiring us are going to consider our resume, our references, and our criminal record, if we have one. That’s just standard practice. So when the city of Toledo apparently does not use that practice for hiring, citizens are left to wonder just what city officials are looking for in job candidates.
