LAWERENCE, Kan. (AP) — A new report from the Kansas Department of Health and Environment is raising concerns about the mortality rate for African-American babies. The report found that the overall infant mortality rate of 5.9 per 1,000 live births in 2016 was unchanged from the year before and in line with the national average. But the death rate for African-American babies was 15.2 per 1,000 live births, which was nearly three times higher than the mortality rate for white or Hispanic infants, the Lawrence Journal-World reported. The Denver Post reported the settlements Wednesday based on records it obtained after requesting information from judicial officials. One of the employees accused of harassment resigned and the other was fired. The judicial branch also conducted eight investigations into other harassment allegations since 2012. MONTPELIER, Vt. (AP) — A council created by Republican Gov. Phil Scott to address the opioid addiction crisis has released a draft report of recommended strategies. The Vermont Opioid Coordination Council says deaths from opioid-related overdoses jumped 159 percent in Vermont between 2010 and 2016 and continue to rise. Liverpool have agreed a deal to sign Virgil van Dijk from Southampton, the Anfield club have announced. The deal is understood to be worth £75million, a world-record fee for a defender.
