Ken Kiler selected as president of the Board of Carroll County Commissioners
Board of Carroll County Commissioners member Ken Kiler has been selected by his colleagues to be board president for the coming year.
Kiler, who represents District 2, was selected Thursday during the commissioners’ weekly meeting. District 1 Commissioner Joseph A. Vigliotti was chosen as vice president.
Their one-year terms positions began Thursday.

Under a commissioner form of government, the president of the board is responsible for conducting meetings, coordinating meeting agendas, and handling routine management of commissioners’ affairs.
When the president is unable to attend a meeting, the vice president takes over.
Kiler previously served as president of the Carroll County Board of Education. He was elected to his first term as a county commissioner last November. He served for the past year as vice president of the board.
“I think he’s done very well as a vice president … and I think he’ll do well to follow up on Commissioner [Ed] Rothstein’s standards that he set,” Vigliotti said of Kiler.
Rothstein, who represents District 5, was board president for the past year.
District 4 Commissioner Michael Guerin had nominated District 3 Commissioner Tom Gordon III for vice president, but the motion failed.
Rothstein handed over the gavel and block to Kiler after the vote Thursday, but Kiler said that Rothstein should finish overseeing the meeting for the last time.
“At the end, we’ll thank you for being president,” Kiler said. “Then I’ll take over.”
