Gaza's Health Ministry says more than 18,600 Palestinians have been killed since Oct. 7, when Israel responded to a deadly attack by Hamas militants with a punishing bombing campaign. But with the health care system collapsing and communications networks disrupted, it's becoming more difficult to track the dead.
