England head coach Steve Borthwick will be allowed to allocate 25 central contracts in a bid to stem the exodus of players to France

Borthwick will be given the freedom to allocate 25 central - 'Enhanced EPS' - contracts as soon as the system is launched, or hand them out gradually to allow for selection flexibility.
