This fall, efforts were made to save money in the running of Tallinn's "superministry" building, which houses four government ministries. The experiment has made it clear, that freezing cold staff don't perform well at work, and even if the efforts to save on electricity and heating were highly efficient, they have not managed to stop the bills from increasing.
