As cold tightens grip, people at night shelters say basic facilities missing 

Apart from 195 permanent shelter homes, the Delhi Urban Shelter Improvement Board has set up over 130 camps across the city; plans an awareness drive to get more people to these shelter homes; 6,850 people spent Sunday night at various such homes
