The Texas Rangers have built an entire rotation on the free agent market, with Jacob deGrom the centerpiece. The Cubs added free-agent starters Marcus Stroman, Jameson Taillon and Drew Smyly the last two offseasons. The common denominator is doing a poor job drafting and developing pitchers.
