House Minority Leader Kevin McCarthy is in line to become speaker just days from now, but faces such a fierce revolt that no one is certain he will end up with the job. Some Senate Republicans are so concerned about how chaotic the incoming House GOP majority will be that they decided passing a massive, unpopular omnibus spending bill was preferable to trusting House Republicans with negotiating a new bill in January and risking a government shutdown McCarthy might not be able to end.
