New Hampshire prosecutors cite the statute of limitations when asked why a broad investigation into abuse allegations at the state’s youth detention center that began more than four years ago has yielded only 11 arrests, none in the last 2½ years. But an Associated Press analysis of more than 1,000 lawsuits filed by former residents found hundreds of cases still eligible for possible prosecution.
