The legislative battle over training standards for project maintenance and construction workers in Ohio oil refineries is an all-northwest Ohio issue. Cenovus facilities in Oregon and Lima and the PBF Energy refinery in Toledo are Ohio’s only refineries. The proposed legislation is not good for Toledo or Ohio.
