Harsh Vardhan Shringla, Former Foreign Secretary and President of the Darjeeling Welfare Society, received the Kalakranti Governor’s Excellence Award during a ceremony at the Raj Bhawan in Darjeeling. The award was presented during a visit by the United States-India Strategic Partnership Forum (USISPF) delegation.
