Inflation is falling and just in time for Christmas – so why aren’t people celebrating?

My first response when I saw inflation plunged to a two-year low of 4.6 percent in October was to punch the air and think "Finally it's on the run". Then I read all the expert commentary, and felt gloomy again. Inflation is down but we all seem resolutely determined not to enjoy this moment.
