EAST PALESTINE, Ohio — The first round of 0 percent interest, forgivable loans are to be awarded as early as next week to businesses in the village dealing with ongoing expenses and recovery efforts associated with February’s Norfolk Southern train derailment, according to Lydia Hihalik, director of the Ohio Department of Development.
